I believe this is now possible in the latest release. Please correct me if I'm wrong. It certainly works with the copy VM function (while down) under XenServer Dundee Alpha 2, which is based on Xen 4.4, I believe.

Xen 4.4 is out and this is still not included?

Wouldn't this fall under the vm-migrate option with the choice of the source left running and the target then shut down, etc.? So options would include:
        source (fate of source)/target) | result (source/target)
        --------------------------------------- --------------------------------
running (leave running) / leave down | up/down
running (shut down) / bring up or leave down | down/up -or- down/down
down (leave down) / stay down or start up | down/down -or- down/up
down (bring up) / stay down | up/down

That should cover the desired initial and end states for the source and target VMs.
